  ভূমি সংস্কার English ভূমি সংস্কার  সরকার কর্তৃক ভূমির উৎপাদন সম্পর্কিত সামগ্রিক ব্যবস্থার পরিবর্তন সূচিত করে এমন ব্যবস্থা। ভূমি সংস্কার বিষয়ে একটি বড় ধরনের উদ্যোগ গ্রহণ করা হয় ১৯৪০ সালে, বেঙ্গল ল্যান্ড রিফর্মস কমিশন নামে একটি কমিটি গঠনের মাধ্যমে। এর চেয়ারম্যান ছিলেন স্যার ফ্রান্সিস ফ্লাউড। কমিশনটিতে বড় বড় জমিদারদের (ভূস্বামী) প্রতিনিধিও অন্তর্ভুক্ত ছিলেন। ফ্লাউড কমিশন জমিদারি প্রথা বিলোপসাধন করার সুপারিশ করেছিল, ভূমিচাষিদের ওপরে রাজস্ব-আদায়কারী স্তর-উপস্তর ছিল, স্বভাবত তাদেরও অস্তিত্ব বিলোপের সুপারিশ ছিল। এর উদ্দেশ্য ছিল, জমিদারদের ইচ্ছাতে নতুন নতুন মধ্যস্বত্ব সৃষ্টি করার যে প্রথা ছিল (যার ফলে অসংখ্য মধ্যস্বত্বের উদ্ভব হয়েছিল ও যাদের একমাত্র ভূমিকা ছিল নিম্ন স্বত্বাধিকারীদের নিকট থেকে খাজনা আদায় করা) তার অবসান ঘটানো। কমিশন শীর্ষে অবস্থিত সরকার এবং নিম্নে কৃষক শ্রেণি এ দুয়ের মধ্যবর্তী সমস্ত মধ্যস্বত্বের বিলুপ্তি ঘটাতে চেয়েছিল। এছাড়া ভবিষ্যতে নতুন মধ্যস্বত্ব সৃষ্টির অধিকারও কেড়ে নেওয়ার বিধান সুপারিশ করা হয়। কিন্তু কমিশনের সুপারিশের আওতায় সেসব বর্গাচাষি বিবেচ্য ...
